On the 17th of June the League will conduct an extension to the Draft procedure in order that next season’s debutant team from Vladivostok can assemble a full roster of players to compete in the 2013-14 KHL Championship.
The Extension Draft is in accordance with the League’s existing regulations and will enable the Vladivostok club to select players from any of the Russian-based clubs in the KHL, with the exception of Lokomotiv Yaroslavl.
On or before the 12th of June, each club shall submit a list of five players to be available for selection in the Extension Draft. The Vladivostok club may choose one player from each club. The players submitted for selection may be Russian or foreign (the Vladivostok roster must contain no more than seven foreign players and no more than one foreign goaltender) but must meet the following criteria:
– Players born in 1992 or earlier, on existing contracts with KHL clubs and with first team experience;
– Players who have received offers of a trial period or a contract from clubs;
– Players whose contracts do not contain a clause prohibiting an exchange with another club;
– Players whose contractual status is not In Conflict, Secured Rights or Reserved Player.
The movement of players to Vladivostok will be conducted under normal transfer rules. The new club is not required to pay compensation to the player’s former club, but the conditions on the selected player’s contract must match those of his previous deal. As a safeguard against possible abuse of the system, the League has imposed an embargo on renegotiations of contracts until the June 17th Extension Draft.
